Increasing migration Migratory flows and numbers of refugees are increasing around the world. The liberalisation and internationalisation of goods and capital movements are an important cause of this, even though Western governments in particular are doing everything they can to slow migration. Their policies were very different in the years between 1870 and 1914, a time with which today’s period of globalization is often compared. 64 Today, contrary to what many people think, the great majority of refugees flee within their own parts of the world.

In my mind’s eye, I see two ships passing on another in the northern Pacific.
